I've seen that not only on this roll, but on some other home developed rolls, but not on any lab processed rolls, so I thought it might have been my agitation or loading issues.
I think the F3's shutter is horizontal. Interesting, I never thought it might be the camera doing this.

Does the camera's shutter run vertically?

A horizontally running shutter wouldn't do this. If you see this sort of thing on other home processed films, the processing is the culprit.
