Thanks everyone for you help, knowledge, and experience. I have sent my friend the URL of this thread and suggested he read all of it.
He has also said he intends to contact the Spanish Embassy in Washington, DC. Hopefully he can get it all sorted out and not get caught up in something he would otherwise regret.

Sounds like someone is trying to buy a mail order bride. Many 'third-world' countries charge exorbitant passport/exit fees to their citizens to try and lessen the brain drain of locally educated people moving to the west for a better life. Thailand, the Philippines, etc all do this, but even then it is not US$4,500.

Well, if the exit includes receiving a used M9 this could very well be true and even quite a bargain. This person could also be the son of the recently deceased former vice president/king of Nigeria and have gold worth over $100 million in a safe somewhere. These things happen you know, I receive emails proving it every week.someone he wishes to come visit him from Spain has related there is a $4,500 exit fee for Spanish citizens to leave Spain.

I had to pay an exit fee/tax when leaving Brazil but that was maybe $50-60 dollars US...
