It is a pre-war lens (think a copy of the Hektor 288.. f6.3). I have one that is mint with original front and rear caps in its original round blue cloth covered FED box with red plush interior.
Because all pre-war Fed stuff has to be set up with a camera body (like the first Leicas) I have never been able to get a really sharp image. As I suspect it was never very sharp anyhow so I haven't bothered to fool with the lens or any pre-war bodies.

The problem is likely due to the lens working distance/flange to focal distance issues. The lens has to be matched to one particular body to focus right. Reshimming the lens so that it can conform to the standard 28,8mm length may do the trick.
Rangefinder coupling is another issue. Aside from having non-standard flange to focal distances, the rangefinder camming of many early FED are different from what works on Leica and later FED cameras. But since this is a wide angle lens, scale focusing may do as well.
But the issue with most prewar FED lenses which is hardest to fix is the lens thread mount. Unlike Leica or later FED, the early FED used a pitch of M39x1 mm instead of the Leitz M38x1 inch pitch. Cross-mounting M39x1 metric with M39x1 english can result in stripped threads.
