Like said above, very unresponsive in low light, but pretty accurate in good light. I've always gotten very decent exposures outdoors. I've never found it to be off. The only time I've gotten under- or over-exposed images was when I got carried away shooting and forgot to pay attention to the needle altogether. I've often read the meters are almost always dead on arrival, but I've another camera that relies on a very similar meter (the Zenit E SLR) and with both my FED 5 and the Zenit E, the meters work quite well. Somehow I doubt that I was just lucky to buy 2 cameras both of which are supposed to have dead meters but actually have well-functioning ones. I suspect they're not as bad as they're often made out to be. Which is something that can be said for many FSU cameras in general.
