Fomapan 400 shot as 200 - how to develop?

I shot it as 200.
Do I need to develop it as 400 (12-13 min),
or as 200 (8-9 min - it's a standard time for Fomapan 200)
These times given for ID11 1:1 - my fav stock

Desired result is to get a finer grain (400 is too grainy for my taste)

If you shot in contrasty light, try reducing development time by about 20%. I have done this routinely with Fomapan 400, and it does help with grain. Fomapan 400 does not like underexposure, but will tolerate overexposure and reduced development better. Still, for finer grain, it might be better to simply use Fomapan 200, instead and expose at box speed.

I previously developed Fomapan 400 as 400 - and got too coarse grain ( roughly as HP5 pushed to 1600 ). so this time I decided to pull it to get it smoother.
Most shots on this film are portraits, over-contrast is undesirable

I have previously used D76 1:1 for 7min. at 20C. You should get a nice, if slightly flat negative that will print well - at least that was my experience.
