I have just a few more city images.

The quadriga on the third pic looks pretty much like the one on the triumph arch at Bruxelles (Parc du Cinquantenaire).
Your unknown pic 88 shows the Brussels Stock exchange.
Bingo, we are (at least in some of the pics) in Belgium.
the procession may be a Good Friday procession - I am not sure if the uniforms are US: why would yanks participate in a religious rite (in Belgium)?
