Franka Solida III shutter works at only one speed.

I am working on my Frank Solida III and noticed the shutter is working at only one speed. When I try the 1 2 4 speed setting is doesn't make a buzz sound before tripping the shutter like on my other Franka Solida. Here are some pictures.

Funny -- that doesn't look anything like the Prontor SV I am dealing with. The only thing that's the same is the cocking lever. Mine is off a Vito II, so mid-50s vintage. Your Solida must be from around the same time?
I think it is later than the one you are familiar with as it appears to have the dreaded light value system and a modern speed sequence.
 
That's not my shutter, but -- check those for what exactly? Unclear what those areas/parts do. (Trying to learn for myself.)
On the SVS, the self-timer is where the left hand red ring is above. I'm guessing the right hand one marks the slow speed escapement?

I have to say that it doesn't look a lot like the SVS I currently have in parts, so I don't know how helpful that is.
 
I took the shutter off the the Franks and this little spacer fell out. I am not able to turn the speed dial all the way and the aperture indicator moves with the speed dial when I turn it.farnks front.jpg
 
Ok I figured out above but still can't figure out the speeds, I think it might have to do with the shutter blades. This is in Bulb Mode with me holding down the shutter.
