Pushing is not mandatory to achieve such a style. Two ways I recommend you try:

1. Normal deluted developer such as HC110H, High temperature with lots of agitation.

2. Use the technique "double-development": w/ normal 20 degrees or even 18 degrees, find the time of a normal developer, and develop only half of the recommended time. Then pour out, wash it (don't use stopper), get in another high contrast developer (paper developers such as Dektol/D72 will be idol) and develop the film with it use half of the recommended time.

The first method will be more violent in the style and possibly causes the chemical emulation falls out; the later will have somewhat less grain but contrast that similar to Moriyama's style (use over/under exposure a bit, then do software fix to get the grain).
