or is this a "Frankenstein camera"? It looks like the top with the viewfinder is from a Welta Weltax. The rest I don't know, but I don't think it's a Welta Perle...

This type and age of camera typically has a flip up folding type of viewfinder. The original was probably damaged, and this is the resulting homemade fix. Also includes an accessory shoe it looks like.

It is for sure a Japanese camera, not a German one.
There is N.K.K. Wester written on the shutter.
Difficult to see what is engraved on the lens but it looks as something like Reginon.
