The price seems high to me, but the listing says "OBO." What do you think of the price?

"In the family" with little use means in English that a complete CLA is needed. A better asking price would be $800 if there are no observed issues with the camera and lens.

The front of the lens looks like it is covered in fungus. Could be just glare from the lights, but it looks like the light is reflecting from hazy glass, not clear.

Well, the asking price is ....um....ambitious.
In my part of the world. $400 MAX. And that's assuming the lens is in quite good shape. If it were me personally, I would take it for a much smaller amount (e.g., $100), or even free (people give me old cameras often). Not trying to be snarky, its just not worth that much and I'm not in the market for yet more Barnacks or Summars (have enough of each already).
Work it out. Common IIIa body (this one has had some stuff done to it) = ~$200
and a working, relatively clean (important!) summar should sell for no more than $200, up to $250 if it truly has a spotless front element.

Crazy overpriced. That's problem number 1. Then there's problem number 2, which is a lot bigger than problem number 1. This is a craigslist sale.
Recommendation: look elsewhere. You'll be glad you did.

Not a rare camera or rare lens.
In the late 1970s such a set-up was available for sale as a separate body and separate lens for around a 125 US dollars total, from those well known New York camera stores that advertised in the back pages of American photo magazines like Popular Photography and Modern Photography.
I remember that a typical gritty looking foggy Summar lens could be bought for as low as 18 dollars back then.
