Does anybody know a recipe for home brewed film fixers?
I am going to try the Caffenol developer, and I would like to try a home brewed fixer (if any) for my B&W films.

Buying fixer is the best and cheapest solution.
However, I've heard pool de-chlorinator can be used as fixer.

De-chlorinator can indeed be used. I, however, was unable to find any here in Amsterdam. We have water that's not chlorinated so there's no demand for the stuff.
Today I tried the Caffenol recipe. It worked a charm with Efke KB100. I had to wing it with the fixer as I didn't have enough for a regular dilution.
BTW, for a stop bath you can use vinegar.

Even easier than vinegar for stop bath for film is plain water.
