Hover Preview of Forum Posts?

On entering RangefinderForum, I land on the "Most recent" display of posts from all forums. When I'm within any actual sub-forum, I can hover over any post and get a short summary preview of the initial posting in the thread. When I first enter the forum (Most recent page), the hover function does not work. Is this by design or .......?

It's a desired behavior that I've become accustomed to. Photrio (APUG) has this on their opening New Posts page, surely we can get this ability enabled, if it can be done in the individual forums.
