What you heard probably is in reference to manufacturer's not sharing their Look Up Tables, which is more or less an ICC profile for a given film or paper type. I know for a fact that Fuji had/has look up tables available for Kodak films and papers that circulated internally so that they could be used by their reps as we had them at the lab I used to manage. Whether or not that is standard practice now I wouldn't have any idea, but from what I understand, most still rely on color corrections by viewing the monitor. I assume most mini-labs probably use the pre-installed "LUT"s for basic corrections.
As far as push/pull processing that everyone is asking about:
John and a few others said it correctly, 3:15 at 37.8C or 100F and it absolutely doesn't matter what type of film, if it says C-41 that's how it's done. Pushing or pulling on a roller transport has no or very little effect on the film in the bleach-fix, but if that is a concern you'd just want to find a mom and pop's shop with a JOBO.
Dektol Dan: If your getting better results immediately after they clean their machine, that means they're not replenishing at the proper rate for one reason or another, as clean or dirty should have little affect unless they are some how getting the chemistry mixed together. I've heard of labs cutting their replenishment rates in order to save money.
