Artist is something other people call you, and not just any other people.
For identification as an artist or professional or craftsperson you have to rely on like-communities of artists, professionals, craftspeople, etc. Are you known to them and accepted as a peer (OK, even a novice will do)?
Sad to say, this lets out lots of talented and capable photographers whose work is unknown to any appreciable number of other photographers or (warning of the following
) experts such as scholars, editors, gallery owners, collectors, etc.

The original question was made from a wrong viewpoint. (from my own point of view)
ARTIST is not a title. There is no University that can give you a title of ARTIST. On the other hand Artists are not only the people whos work is exhibited in a museum only.
In other words artist is anybody that creates an artwork.
It can be a great artwork, an artwork that is ok, or a really bad artwork, depending on the point of view.
So, someone could see a bad artwork where somebodyelse sees a good artwork. I think it depends on you: if you are trying to do art, then you are an artist. If you do not care art, then you can call you non artist, but you will be doing art anyway. The way you arrange your working desk is an artwork. The position of a picture on a wall is an artwork, and if you did it, you are an artist wether you like or not.
Finnally I should define what is an Artwork, so that the whole thing makes sense. Artwork is anything that man can do which is not purely an utility. You can see art in mechanical tools, but they do not need to be artistic. So Art can be pure or mixed into utilitary items. So if art is not utilitary what is it? It is a piece of comunication. It tries to send a message. It could be clear or criptical, it could transmit a great idea or something obvious, but the main goal of art is saying something.
The great advantage of the artistic comunication, is that id fifficult to censor, so when freedom is limited, art can break the limits to make other people see the message.

Suffering. Then, thinking that expressing your own pain can help other people's suffering, after having felt yourself some relief from other creator's art.

And about art reflecting joy, not pain:
It just reflects pain too... Our sadness about losing the joy of life. That's the start only...
After the artist has passed over (expressed) pain and deception (being love and death the main themes), starts the mature period of his/her art: the artist feels his/her life did end already, no new feelings will come, and gives the highest value to the feelings (sadness/joy) in other people. Own sadness disappears because he/she feels equalized with every other person: we all die. Art and spiritual beliefs or intuition can be as related as Plato used to think...

There are a lot of us who are way too young to receive any pension who are fine art photographers.

Get someone to start talking about you and always talk about things you have going on, even if you don't have anything going on. When the phone rings, tell them you're busy doing heavy duty art and that you need to call them back when things aren't so heavy duty.
