The one that sold today for $357 looks like a good deal for the buyer. I don't remember the last one that sold for under $350, and last week's sold for $415. Also, as of right now the only ones available for sale that I have seen from a dealer are at Kevin Cameras, for $375 plus. I paid a little more than the close of today's auction for mine with two caps in Very Mint condition.

There's one here for sale in our local forums for $230, slight brassing on the focus ring. Glass is good. Guess that represents a pretty good deal me thinks.

Hey congrats Joe ! 28 can be a great focal lenght if you'd like to practice a bit the style of 'machinegun' Winogrand...
I paid $350 for a near mint Canon IIf with the 50 F1.5 at a Photorama show this month. Lens has two visible cleaning marks on front, no "real" effect on pictures. Lens focus is smooth, aperture smooth, camera works great. The finder is quite good.

I paid about 300 USD for mine without caps from a dealer (late series). Smooth and very clear without marks except one slight scratch inside rear element. Since others were going for 150-200 in 2004 (now the prices seems to climb) this was a bit high.
Nevertheless it's an excellent lens, in particular for its age and small size. Wouldn't trade it for a V/C Nokton.

No secret. eBay item 7500830553, $78.98 plus $6.20 shipping. As described, it has a filter ring ding, and some very minor cleaning marks inside. Works AOK, now that I cleaned it, and lubed the focusing mount.
Of course, the trick was that it was a "throwaway" bid, I didn't care if I won. The actual bid was all of $101.

Yeah, a tiny pair of scratches, maybe 1mm long each. Worse than the average cleaning mark, but less than the amount of dust than is typically on the front of any lens! Might be nicks from the same event that dented the filter ring. There are other very fine cleaning marks that can be seen with a 10X loupe, but that's a tough standard to hold any used lens to.
It is a user lens, not a collector lens, not an obsessor lens.
Items sold by very honest sellers are often the best deals. A few warts described shows there are none hidden.
