note they charge extra for international transactions, and always scalp you, excessively, for the exchange rate.
Don't recall anything as high as 10% though!
Note, that's it's REALLY worth having a separate personal account, perhaps in the name of your wife/gf/bf, to receive money, in which case you might pay no commission if the source is a PayPal balance.

I recently got a refund for an ebay transaction gone bad, and they charged ME a $2.00 fee on the refund!
