Come to the Faire
Been trying to create an avatar that meets the 10kb maximum size requirement, but try as I might I cannot get it to go below around 38kb. I'm using Photoshop CS5, reducing the detail and size to about nothing (40x40 pixels) and used maximum JPEG compression (quality =0) and still cannot get it small enough.
What's the trick?

125x125 pixel 8bit grayscale image saved as PNG was 106KB.

Mine is 112x112 saved as a jpg at quality 10 and comes out at 88kb

Try saving it as a GIF and reducing the colors. If you are using Photoshop, use the 'save for web' option and reduce the colors.
