How to get that 60-70s color look today?

Have a search on flickr for aristacolor. You should find some examples of that film there (especially from a user named cinemafia) that I believe have the look you want. You can buy the film from freestyle photo in bulk rolls (might be more cost effective for you in Russia).

Did anyone mention Alien Skin's Exposure software? Picked up v.1 $49 on eBay. It has presets for a wide variety of old and new films. It was meant for making digitals look like film but it handles film scans well. Just turn off the grain setting.

Most newer slide film have a lot of green saturation. This was brought by the Fujis in the 70s.
You have to use GIMP/Photoshop to desaturate the green a little and then achieve balance with some tweaking/experience
