how to set apeture on summitar 50mm?

If the lens is not extended, pull it out and rotate it to lock it in place. The aperture values are engraved on the front outside ring of the lens and should be visible from above. Align the f-stop value with the dot. You can look into the lens and see the blades open and close as you move the ring.

thanks walker. The aperture ring is really stiff to turn. I managed to turn it, but it takes a lot of effort. it's so stiff that the lens unlocks from its extended position when i turn it.
What can be done to fix this?
 
Send it in for a clean and lubrication. Don't try to do that yourself, you need the right kind of lubricant and a minute amount of it at that. You could try using it for a bit first; it might be that it hasn't been used for a very long time, making it sticky .
 
I have two Summitars and one also has a very stiff aperature ring. I tried to heat it with a hair dryer and that seemed to help for a bit but the real solution is likely to be what Jaap said.

I have two Summitars, one of them had very stiff aperture ring. Ether (as pure as possible) could be temporary solution to remove some accumulated grime. (It worked fine for me). And there is a small screw on aperture ring, try to loosen it a little bit..., it helps sometimes.

Of course, CLA is the best solution.

My two Summitars are both postwar models, but they have different aperture blade setups, and that
leads to different bo..., khm, sofa rendering :p

Try Sherry Krauter on cleaning the lens. She doesn't do screw mount bodies but does sevice LTM lenses. She has serviced several lenses for me with good results,

Do you have contact information for Sherry? Any idea what she charges to CLA a LTM lens?
