but I pushed a roll of neopan 1600 up to 3200 because the lighting was so bad in the cub I was at. I know this should increase development time. But by how much? all comments/suggestions/rebukes are appreciated.

A rough guide is to increase the processing time by 20% for each stop of push.
 
Check the massive development chart.

Fuji neopan 1600, rated at 3200 with tmax developer 1+4 dilution, the recommended time is 10 minutes at 20C.
