Sure, that's a good thing for us honest people, but were I more shady, i might check there and then say to the seller "I know you stole it, here's 50 cents on the dollar or I call the police"...

The good thing is that there are still honest people. So the service may work for some and others may not bother with it because they think dishonest people will use it. But, i bet that if your gear was stolen and you knew about this service you would give it a shot without having much to lose. You can't always look at the glass as half empty. Try looking at it as half full 🙂
