Not the front one, but the rear one used to compose the image.

Is this something I can have repaired, or should I send the camera back to KEH? Also, the collar around the two windows is missing a screw. Would a professional repair include replacing that as well?

I would think DAG should have the parts for you. If you just purchased it from keh and aren't satisfied, they'll take it back and ship you another. You shouldn't have to pay for something like that if this how it showed up. They have a great 6 month warranty.

Would installing a new window in the viewfinder be a hard job? I don't want to tinker with it just yet in case I have to send it back to KEH. I thought about sending it back, but they don't seem to have another well functioning IIIf in stock to replace it with, so I'm not sure what would happen there.

IMHO I would return it and wait for another. The cost of a repair + parts will run about $200 and you do not know about the condition of the rest of the camera. There are a number of brick and mortar stores that have different models of IIIf for sale.
