I am looking at the Ilford tables for Pan F+ and Kodak T-Max developer. Starting is "1+4" and 4 minutes at 20º C. That's obviously a no-go, since it is tough to get a development time that short in a 5-reel tank.
But what is the "1+4"? The usual mix of concentrate to water is 1+3 (1 bottle makes one gallon). Looking at Ilford's other times for liquid-concentrate developers, you see things like Rodinal, where 1+25 is comprehensible and normal.
Is the "1+4" a typo, or is Ilford suggesting that you use a deviant dilution of T-Max developer?

Hello Dante, I had the same problem, but more like, there is no good time for the ilfords pan f + (iso 50) and t-max developer. See here:

My TMax dev comes in two small 200 ml bottles for 1+4 dillution to make 2 x 1 l of working solution. Seems in Europe the concentrate is different as in USA. (Btw. it's manufactured in France).
4 minutes is too short by my opinion, I'd pick another developer for Pan F+.

Pan-F is very nice in Aculux. I tried it for the first time a few weeks back in 120 format and was very pleased with the end result.

Half the dilution and double the time? 1:8 and 8 mins? Pan F is already very contrasty and a slower type of developer would suit it better, (IMO) Andrew.

I developed a roll in D-76 1:1 (12 min @ 19degC) yesterday and it's came out beautifully. Super sharp and fine grain. Contrasty, but in a good way. I'll post a scan when I get home.

All the documentation I have seen for T Max developer suggests that 1+4 is the normal working dilution from the bottle - maybe the formulations differ geographically, as has been pointed out.
I used to work in a pro lab that used nothing but T Max RS developer. You can develop Pan F+ very satisfactority in T Max or T Max RS at 1+7 or 1+9.

D76 can't miss. If you have Rodinal or XTol, those are ones I like too. Particularly Rodinal @ 1:100 to work with Pan F's contrasty nature. 20 minutes.
