Would result in very close up street candids without blinding the person and having them walk into traffic (my main fear).

Being a complete noob to infrared photography my question is would you be able to see veins on the persons face? I have seen them on legs and arms before.

If so this would be the makings for some very striking and terrifying faces.
 
Well the first problem would be that not all infrared is equal - most of the nice infrared photography you see happens in the near infrared range around 700 nm, and the question is what wavelengths your flash emits. As everyone knows who has ever been caught speeding, a near-IR flash is still visible as a red flash, so while people may not be blinded, they would still notice it.

The second question would be how to set exposure, and that's a matter of experimenting.

Depending on people's physiognomy you could probably see some veins - you see them already under visible light in some faces.
