Is an idle Noritsu just as bad as no Noritsu?

I am fortunate to have a Costco near me that still develops and scans film. However, I am willing to bet that I may have been the first in a while to request some rolls to be developed (see the image). I put in 4 rolls, and it appears the first roll was the worst, and got better from there. This is one of the "worst" images. I have done tank developing myself, but know nothing about these machines; is there a "clean" or "blank" cycle I can request next time before they run my rolls?

I haven't looked at the negatives yet... maybe its not the Noritsu, but their film scanner (since the dust is white?)

(Hexar RF, 35 Summicron, on Fuji Reala, btw)
