It's blurry, but is it Art? ...

... with some photoshop help (adding dark corners aka vignetting)... sure, it is Art ! :D;)
 
I like the image a lot but not the actual degradation of the slide itself ... lots of cloning to be done there!

But yes ... that's art in my book ... but what would I know ... I'm only an Austrian! :D

I grew up in that city, all the mills and the power station were coal-fired when I was a kid, by the time I took that the Clean Air acts of the 1960s had removed a lot of the smoke and grime but it was still a dirty old town.

When I was looking at the slide the degradation seemed analogous to the place itself, a film of grime obscuring reality and the once prosperous industries being slowly subsumed, but artefact rather than art probably
 
Stewart, in my book it's simply an old photograph. However, it seems that if it belongs to, or was created by you and you choose to call it art, then that's what it is.

If it was found on the pavement, at a car boot sale, or elsewhere by an established artist, then it may not only be art, but also very expensive.
