So I just developed a roll of film from a Kiev 4 (I'm not sure exactly which one it is). After the leader, there's about a foot where the film is blank, followed by about a foot of overlapping frames. The last frame in this section is thoroughly overexposed (probably a bunch of exposures). The rest of the roll is blank, probably not exposed.
The film counter is advancing, but only slowly (and it didn't seem to be consistent, either). I counted roughly by hand to figure out where I was.
Also, I tore some of the sprockets. Not too many, but it's pretty obvious.
On the plus side, I did get some images out of it, which is more than I can say for the other roll of 35mm film I developed tonight (from an old Nikon).

Usually what causes this is someone has greased the take-up spool clutch and it is now drying. If that is the case the camera needs a CLA.

Obviously your camera is not by now ready for picture taking. As for what to do next with it, it will help if you add more details about other aspects of the camera that you feel many not be working. Your starting viepoint should be that everything should be working reasonably OK.
Then there is a question of whether you want to start knowing how to fix yourself the Kievs or you want to relay on existing fixers.
A few words about your previous experiences with cameras in general would not harm either.
