Yeah, I saw it. Didn't bother posting it only because

a) I doubt it has a snowball's chance.

b) It really gets up my sleeve the way we're in this horrible mess and all our elected officials have to worry about is stuff like this? Hrm, don't get me started!

Yes, and with so many REAL problems to work on, they need to concentrate on this horse manure?

When exactly do they lobotomize our legislators? Before they run for office, or after they are elected?

Pedophiles as well as not well-intended persons will always find a way to go around this.

They are working on paradox which is usefull when trying to control people: on one hand, they make sure you are fearfull of so called menaces, and on the other end they try to make you feel secure about these menaces (sometimes purely fictionnal ones) by controling it. In fact they control YOU.

Tocqueville, a well know political philosopher of the 19th century said that despotism in democratic regimes will be a soft one, that it will install itseflt witout pain slowly and with your conscent; that is happening. Why? because individuals are closing their hearts on themselves, they stop talking to the other, the stranger, they are fearfull of everyone even of their own emotions.

Perhaps more scary than you think. Consider a requirement to retrofit all existing phones for that. Then consider how you retrofit a Kiev to make more noise ...

You know, I believe in protecting children, women, little animals and fools. But where did this come from? And did you notice that Japan already requires this?

The funniest part is where they require the sound to be "required within a reasonable radius...".

This is so vague. What if I define "reasonable" as 50 feet? How about 100 yards? 186,000 miles? One light year? And who pays to replace the old units that are not in compliance?

this is a politician trying to make it look like there is something he can do to protect us from perverts shooting up the skirts of women on escalators.

Congress would also have to introduce legislation to require a continuous audible noise or light for the video function as well. Such a noise would ruin your video and a light could be easily covered with tape.
 
And have they thought people will simply re-wire the mechanism that makes the noise? If they're desperate enough to be upskirting and other such nastiness, then they're desperate enough to hack the simple speaker circuitry.

Have you not been paying attention to the cell phone pics and video of the police officer shooting of a person on the BART subway in California? Not one but several bystanders became citizen journalists that day.

It's happening. Not great photos from a technical standpoint, but like the 8mm Zapruder filmstrip, much better than nothing.
