I made a lens do that by flipping the rear module around. Center sharp, with a fast walk-off.

This shot of a rather well known painting by Gerhard Richter seems to capture the essence of the painter's style. I don't really see much evidence of Leica or other lens.....
But it is a good photo!

Agreed that this photo is not center-sharp, over-all soft. I've seen a Monocle Lens do that, made one in an I-61 mount that was RF coupled.

From where I sit your photo appears decently sharp in some areas but not the face. I think the point of focus is behind the eyes.
