It is always a festival. Get a seat near the kitchen door as the food is freshest on the cart when it comes out of the kitchen. This was past noon when things had slowed down and the selection was less. But you can bet that thoise dumplings were good.

I lived in the SF Bay Area for ~20 years, was the token white guy at our crew's Thursday Chinese lunch, been to HK ad PRC. The Seaside joint is good enough for the SF Bay Area. Dim Sum is the Hong King Cafe in PDX. My rule of thumb is on busy Saturdays when grandma is along, will she stand outside with the family to wait for a table? If she will it is a good place because grandma will tell you out loud if it is lousy. Hong Kong Cafe is the current Chinese hot spot for dim sum. I get nervous as hell when the wait staff is not Chinese and you order from a menu. No, no, no. Pick from a cart pushed by a lady of a certain age who is struggling in her ESL classes. Loud, bright and crowded, that's the spot. You know that. ;o)
