I've not seen said photos, however, the official portraits and nearly all photography done by the U.S. government and military is public domain and not subject to copyright.

Looking at Neil's photo again, yes, the Bush portrait looks like an official portrait. Cheney and Rumsfield's... not sure.

i knew it was a link and clicked on it.

but the blue lettering itself i cannot read at all, same as the red for me.
