How about a Voigtlander Vito B? Pretty much exatly what you want - scale focus, no electronics whatsoever, and very small; only 4" wide and 2 3/4" deep including lens. Mine takes fine pics and looks cool too.
OP said nothing about wanting a pocket camera. And for leaving in a truck, weight is not much of an issue either. The Vito meets all the requirements he listed, but so do other cams I'm sure.
Nikonos images can be lovely. Only two or three of the Nikonos lenses are for use in or out of water. The 35mm is most common and it's a fine lens. I don't think you would be disappointed by Nikonos image quality. The 35 and 80 work in or out of water but I'm not sure about the others. Joe
Thanks to all for your input. Lots of ideas. I ended (?) up buying a Rollei 35TE. A bit of a lesser quality lens, but I'm sure it will produce results that exceed my abilities. Thanks again for your help.
