The last one shows the girl being led away, having been arrested, cuffed by a policeman. Maybe if the photographer knows the girls well he might have said something to her causing her to look round and for him to get the shot.
Looking through the series of pictures they look like a competent documentation of the event. I don't personally see any "staging" element.

The organisation became internationally known for organizing topless protests against sex tourists, international marriage agencies, sexism and other social, national and international ills. Some of the goals of the organisation are: "To develop leadership, intellectual and moral qualities of the young women in Ukraine" and "To build up the image of Ukraine, the country with great opportunities for women"

Rather, some of these shots seem too good to be true. Was he lucky to be there? Did the girls know him? Was he part of the action?
Look at the last one. Was he lucky or was this scripted?
It was a well-organized manifestation at a well-organized international summit , covered by high profile press photographers that doubtlessly have a press pass from the latter and received an invitation from the former...

In some ways they are "hired", just like the Yes Men - that is, they are political performance/theatrical troupes which will join in international manifestations. Just like bands, singer-songwriters or speakers with a political agenda performing at a manifestation they won't get more than symbolic pay, but they will have to get travel and accommodation covered, and will want a platform for their own agenda (that is, you will get FEMEN to perform at a anti-globalisation event only if they can also use it as a platform to protest against conditions in the Ukraine).
