Minimum time to fix before exposing to light

It depends on a few variables, mainly the freshness of the fixer.

Best approach is to place the cut-off leader from the film you're processing and dip it into the fixer and time how long it takes to clear. Add a bit for contingency and that should be fine.
 
After about a quarter of the clearing time, there'll be no problem.

To give an extreme example, an Ilford party-piece used to be removing the lid of the dev tank; pulling the film out of the dev; sauntering across the fully lit room; and dropping it in the fixer.
