Mixing Powder Chems - Temp Question

New to mixing the chemistry from powder, I'm working with Perceptol and Xtol. The first wants a water temp of 104 F, and the 2nd wants to stick at 68 F. The first one makes sense as heat generally seems to help dissolve things. The latter is a lot easier to deal with.

My question is whether these are minimum temps? or max? or does anyone know? I'm sure it matters to be in the range, and when they want it warm, I'm going to get it warm, and try to be precise. But sometimes the indication is merely a ballpark. Anyone actually "know"? Thanks!
 
Kodak says 18-30C for Xtol. Don't go hotter. Several components are temperature sensitive. The metol in Perceptol needs higher temperature to completely dissolve. Check Ilford's data sheet.
