It's a 'clamp pod'
Swing the lever on the adjustable arm to open or close the clamp. Swing the lever down toward the bar to lock, and tighten the screw to clamp to whatever surface you have.
 
I unscrewed the bottom piece and found a screw to mount the thing to a tree. also inside were three small legs to screw into the bottom piece to make it a tripod.

There is a K logo on it. Any ideas as to what the K stands for or who made it?

Likely a Kalimar product, but as suggested it could be of Russian origin, as Kalimar sold a lot of re-branded stuff. It's a nicely versatile unit, with a lovely hammertone finish.

Likely suspects: Kalimar and Kalt. Both brands sold a wide range of accessories, generally branded as their own.
 
Not sure the "K" is for either Kalimar or Kalt:

"klemmstativ" gets translated by google as "gripping tripod" so perhaps the marking is for a model type rather than a brand?

I don't know the brand but I have seen a clamp pod that you could mount to a partly rolled down car window. Looks like you can use this in lots of situations. - jim
