I have just been lucky enough to have come into possession of a negative drier, but i have no clue what safe temperature i should be drying my negs at?
it seems to suggest from the temperature gauge it ranges from 20C to around 60/70C.
What is the safest or/and best temperature to set this dryer at?

Everything less than 40 should be safe. I'd say 35 max would be fine. Over that, risky..

How fast do you want to dry your film? That is about it. Professional film processors dry with heat and we don't have folks complaining about that.

I'd make it dependent at least on the emulsion as well. C-41 films are pretty robust, but with an Efke 25 I'd be a little more careful.
If you're really worried about time, bathe the film in alcohol after rinsing; when it evaporates the film is dry.

im in no rush to get negs dry normally, but just for peace of mind on my part i wanted to stick a "dont turn up higher than here" note on the drier so i dont melt/distort my negs through personal idiocy

How does alcohol eliminate water from the emulsion?
It displaces it due to the concentration differential. In the end you get very slightly diluted alcohol throughout.
Probably won't work for C41 films, at least not without a final rinsing step in water after the stabilizer. It also depends on how the ethanol is denaturized, because there may be residues of other chemicals in there. Tetenal used to market a special-purpose product called Drysonal for this purpose, but you can probably use plain 100% ethanol as long as it's not denaturized.
