negative problem diagnostic...help

Okay, what's going on here other than an old man's ear? Scratches, some dust, but what's the band of mottling going across the images?

Developed in D-76, 11 minutes 1:1 at 22 degrees C. Fixed for 10 minutes in (non-rapid) hardening fixer.

I don't know, unless you didn't agitate and/or also didn't mix D-76 completely. It looks like uneven development, but it is pretty regular. All I am also visualizing is a tank sitting there with uneven strength D-76 or standing there with not enough D-76 in the tank so uneven development occurs between agitation cycles. Be sure your fixers was good. You could also try refixing.
 
Doug, looking at this scan I see two things

on the left frame there is a decided pattern of spots that run across the image from L to R ( or talking negs, as it moves thru the camera, ie the scanned image shows them running L to R, however in actuality they run from top to bottom of the frame as it moves L to R from the cartridge to the take up)

Additionally on the right frame there are marks which show movement from L to R as the film advances note an individual "bar" and then the marks below (behind in terms of film advance)

I'm guessing that this camera has dirt. Check the rollers, and interior parts to see if it needs another cleaning. Alternatively it could be there is residue in the film dev tank that is scratching and gunking up the negs. I'd check that also.
