negatives have lines on them

How can I remove the lines from the images with PS?
I have 36 frames similar to this one. Out of 10 rolls,only this roll had the lines.

I don't know if this happened due to the camera or because of the film developing process.

It almost looks like phone lines. Zoom in and use the clone tool (PS), it will take some work.

I have tried using Filter followed by Scratches, and it works.
