Don't remember why, but both Leica and Nikon RF made similiar items.

BTW, In a number of European countries the telephone business was also ran by the Post Office. I believe some of these cameras were actual for the telephone company.

IIRC, some cameras were used to take pictures of customers' counters.

Rather funk modification. My gut says it was for documenting some type of fraud. They really made it almost user proof. My guess is there was some sort of copy stand with it when it was in the field. I wonder if there is still a working lens mount underneath?
