I have new neighbours, they are freakish and I want to move!

One of them plays a recorder (flute type thing, seems out of tune) all the time, the other stands on the street waving tennis balls attached to string around whilst wearing a strange red and yellow hat. The woman seems to have severe mood swings, we can hear her crying (by crying, I mean screaming at herself) but 5 minutes later is laughing incredibly loudly.

They play drum and bass and happy hardcore at insane levels (I play something equally dreadful back at them at higher levels to shut them up). She tries to play along on her flute.

Take pictures. Take LOTS of pictures. Then try taking pictures with a tinfoil hat on...

(Seriously, commiserations. I'm glad I live where I do: town hall one side, holiday home [maison secondaire] for middle-aged Parisians the other, occupied maybe 3 months a year. Oh: and my walls are stone, two and a half feet thick).

I'm moving! When we return from Cuba, we are moving. I have decided, it is said, and therefore shall be! :D

They are nuts.

EDIT: She is having an argument with her bloke, she is shouting so loud you can hear it down the street. She is not very happy because he came home late. He's trying to explain that he was late because he went to the supermarket to buy the items listed on the text message she sent him. This is going on as I type, it's like being in a TV show. Roll on holiday...

I feel your pain, if only fractionally. Our upstairs neighbors had a similarly manic-depressive type of relationship. One minute jealous I'm-packing-my-bags screaming (always from the man), the next they're, uh, making up very loudly (although my theory is that deep down he considered this to be merely a different form of violence). We once heard the man screaming at a small child. I was about to call the cops because it seemed to be about to come to blows. Eventually he relented and the child could be heard sobbing in the corner of the apartment.

And they usually scheduled these activities for 12:30-2:00 AM on every day of the week, except usually not Thursdays.
 
The screaming at and the sobbing of the child are still very damaging to that child. Could be considered child abuse. You could (should, IMO) call the cops with just a noise complaint or mention that you think something is wrong with regard to the child, and that'll get the cops a look inside the apartment and a look at the child. Maybe they'll find everything is OK, maybe not. I think its worth it for the child's sake to complain, if nothing is found amiss, well, then you erred on the side of caution. Even a few visits from child protective people or counseling for the parents could save that child's future health, both physical and mental.

Would have if that situation had repeated itself. As it was the sobbing child was only one night. Besides, the guy moved out, and so did we shortly thereafter. May our paths never cross again.
