New Voigtlander e-mount 65/2 macro?

I don't know much about lens design... the aperture blades will help (I think?) with smooth bokeh transitions, but what effect will 10 elements have?

Do lenses with more elements produce better/different results from other lenses?

That might be a very broad question without an answer, but I have limited knowledge in this area sorry.

I do not expect "smooth bokeh" to have been a significant consideration in that lens design - it is a macro lens, which generally sell by resolution and contrast.

It is done to provide better correction, which will be quite an effort in a 1:1 macro lens that fast (most competing lenses are f/2.8 or slower).
