Nikon F Shutter Speeds Adjustment 1/60th and 1/500th

Hey everyone!

I am servicing my first Nikon F. I have everything cleaned and lubricated, and I am on the shutter speeds adjustment step. Currently, whenever I adjust the shutter for 1/60th, it puts 1/500th around 1/250th and when I go to re-adjust 1/500th, it sends 1/60th to around 1/90th. I have tried adjusting the speeds with a curtains speed of 14.5ms, and 14ms, but I have gotten the same results both times. Does anyone have any suggestions of what to try from here?
