I just acquired an F3 very recently. I really like it. I’ve been shooting with the FE-2 for many years. The FE-2 is awesome.

Hey guys, I own a Nikon F3 and I run into a problem, hoping someone on here knows what to do.
When my Nikon F3 is on A-mode and I turn the aperture ring on the lens, the shutter speed does not change at all. Doesn't matter whether it's on F22 or F3.5.
I am using a 35-70mm F3.5 AI lens.

Has the film been advanced so the counter is at #1? The F3 meter shows a fixed speed until the counter reaches the first exposure. If that's not the case, remove the lens and remount it. If it's still not working, try another lens. If all that fails, you may have to either repair or replace the camera. Hope this helps.

Something else to consider is that the lens-aperture indexing tab on the F3 can be flipped up to allow mounting non-Ai lenses. If it is flipped up with an Ai lens mounted, the change in aperture won't be seen by the meter.
