As I'm new to the world of Nikon Rfs a question about the shutter speed dial can it be changed at anytime no matter if the shutter is cocked or not?

Yes, it can be changed at any time regardless of whether the shutter is cocked or not.
Another thing is to make sure the lower dial is set to 1/30 when using speeds on upper dial, and the upper dial is set to 1/30 when using speeds on the lower dial.
Also, the upper dial will not seat fully when set to 1/1000, but that's normal.
