Odd ebay request

As already said just phone paypal and get them to sort it, they will answer the phone and are quite helpful especially if you are the buyer.
I would also think if paypal has locked their account they should still be able to accept payments. Years ago I had my account locked because it wasn't 100% verified and they only allow so much money to pass in and out of the account.

The buyer has no reason to reach out to Paypal. They've paid the seller, the seller can and has received the funds. The seller needs to ship the item to the buyer and work out their account issues with Paypal - period.

If the seller does not come through, the buyer will issue a report and get their funds returned.

Not if the seller is new and has few sales, as is the likely situation here.
The word "Lock" as used by the OP, or in the sellers communication to the OP as noted in the initial post, is not a precise description of the process. To protect the buyer, funds are usually held for a few weeks for new sellers.

Those who have sold on eBay will recall that for their initial sales, they did not find the funds deposited in their PayPal account for several weeks. After several successful sales, this "trial period" was eliminated and funds were received at the time of payment.

The seller may have wanted the funds immediately and thus requested alternative payment. That is the real problem in this case.
If it will make the OP comfortable, speaking with eBay will clarify things and instruction not to make additional payment.

If the seller were to call eBay he/she would be instructed to ship the item(s) per eBay rules and not to make such requests for other methods of payment after a sale. Just wait out the trial period!

Odds are yup, that is why I call them PainPal. When they were owned by EvilBay I got tripped up on slow shipment of product and ended up giving stuff away and ruining several years of an excellent sales record.

If this is a real problem the seller should fix it, don't ask the buyer to. If the buyer doesn't get the product as promised in hand in the promised period of time, report it to PayPal and eBay. Firing a message of concern to both companies now, not reporting a problem, but giving them a heads up before it becomes a problem may not be a bad idea.

The system 5ucks, but sadly it's the best one people have come up with.

I received the item, and it is working. I've paid, and the seller wants to refund the money to me, so that I can then 're-pay' via bank transfer. They say this is because Paypal locked their account.

The seller is a new seller who had 4 feedback the last time I logged in. They have a lot of items listed and they don't seem to be 'dodgy'.

One of the things I don't understand is: If Paypal locked the account, how can the seller refund the payment to me? Would that be by sending me some money out of their bank account so that I could send it to them via bank transfer?

That bit reads even 'weirder' than I thought it would.

Oh, now that's money laundering! Steer well clear.
 
The last thing in the world I would do is to send the seller any more money!

I am not sure exactly why they are making this request of you, it could be innocent, it could be a scam, but in any case, I wouldn't send them a darn thing beyond what you've already sent them.

I seems to me that the first port of call should be PayPal who can explain it to the buyer and seller (and us).

Anyway, it now seems there is an innocent explanation for it but PayPal's answers should clear matters up for all of us.

No. You paid already don't do anything more. As has been said, do not do a bank transfer. IF their story is convincing to you and you want to throw money at them do it in a way that will not expose your financial details. So, that would mean Western Union or something like that where your only loss would be the cash.
 
If someone's PayPal is locked there is a reason
Not worth the risk to send a second payment

I see you have the item
Leave positive feedback
Call PayPal and tell them you have the item and are happy
It can take several weeks for PayPal to release funds to a new seller
If the seller didn't load tracking info to PayPal site they will not release the payment as they can not verify its delivered
 
The seller refunded the money and asked me to send the payment via paypal to their email address. I presume this means the payment actualy goes to their paypal account and that it was Ebay that was 'stalling'.

I did this, as I didn't lose any money by doing so.

Thank you to everyone for the words of caution. I wouldn't have sent any extra money and I wasn't sure about a bank transfer, but it seems to ahve worked out in the end.
