Old Nikor tank

I have on old Nikor stainless steel tank with a divider which runs across the opening in the lid. What is the purpose of this?

To provide a place for the air being displaced by the liquid to escape during filling. Slightly tilt the tank so the smaller portion created by the divider is up.
