I recently shot some Kodak 400 color film for an art project. I got it developed at a one hour photo inside a CVS store (In California, CVS is like a Walgreens or a Rite-Aid kinda drug store.)
Is the quality of the developing job going to be any different then if I had gotten the film developed at a professional camera kinda store? Or is it all the same?

It depends on the store. I get varying quality from drug stores. Best quality I get is from Costco. Pro shop will often give the best and most consistent quality.

yeah, i guess it's hit and miss with 1 hour photo places...

I have little local mini lab who are very good but quality varies greatly from lab to lab. You just need to find one who does a good job and stick with them.
