I was curious about tax and duty etc and started to look things up. In England, if I bought a camera from the USA for UKP (£)200 and paid £20 P&P on it; the tax and duty would be just over £55. That's a lot of money to a lot of people in a lot of countries. And the rates are low here...
Also, there's rules about temporary importing (for tourists and repairs) and other rules about them not claiming amounts below(from memory) £9 and so. So it's not really surprising.
You might find you can take three or more cameras with a bit of paper issued by their embassy before travelling. And wives and girlfriends can take cameras too. Careful planing gets round rules, imo. (It's best to take only the wife or only the girlfriend, never both, btw.)
Dealing with customs people here or anywhere is no different. A lot depends on how you treat them and they often are prepared to turn a blind eye...
