I want to buy a paper trimmer. Just went to office depot today and there were the rotary blade type and straigt blade type. Which one would be better for cutting photos? Also they look a bit filmsy and I don't think I'll say they worth the price, where can I find better value ones?

Rotary bladed ones are generally better because they tend to be self sharpening. If you want a good one look for a used Rotatrim. You can shave a hair width off a print with a Rotatrim and they last forever.
get a dahl brand trimmer which is what I have. Rotary blade and very precise cutting.

Are there any art supply places near you? They have much better ones, designed for heavier stock and harder use.

I'll put in another plug for a Rotatrim. I've seen them in labs, seeming to be rusty and beaten up, and they still cut perfectly. They're not cheap, but I decided not to buy a paper cutter until I could afford a 24" Rotatrim (which I finally got a few months ago). You'll never need another trimmer (unless of course you need a bigger one).

I have a Fiskars rotary trimmer and wouldn't recommend it. The blade is captive on the guide and can rock back and forth making it impossible to make a straight cut. Even when I'm extremely careful the runout can be between 1/16 and 1/32"
